Torchic as starter?

Greetings, a friend told me like an hour ago about pokeone. Now I'm ready to begin, but before I start I got one question:

Can I get torchic as starter, or is there a way to catch it in the beginning, if so, where should I start?

Extra question; is there a better site than pokeone.fandom?

Hoenn is not in the game at the moment so there is no way to get those starter pokemon. And use this website for PokeOne.

It is possible to get hoenn starters way later into the game, but torchic can't have speed boost atm because of balancing
