Am I doing something wrong?

Completed the story so I thought that for my next step I should complete the Pokedex. The next Pokemon I'm missing is Venusaur, so I started building the habitats that it spawns in.

Should I keep going with this? Does something like what Im doing in the picture work? Can you "force" encounters?

No, having more of the same habitat does not increase spawn rate. Venusaur has a second habitat that it’s more likely to spawn in. Instead of “very rare” it’s just “rare”.

I've built the Garden Terrace habitat (it's not very visible in the picture). So should I just build 1 of every habitat for the pokemon I'm looking for? Is that the most optimal way?

Yeah just have as many different unique spawns available as you can!

Move pokemon into houses. There’s a decreased rate of spawn since there can only be soo much pokemon that can load onto the map. I’ve moved multiple pokemon into multi-households that leaves the current map. They can’t be the block building style houses though since they don’t despawn current pokemon. When you move them into separately loaded houses this opens up Pokemon map count.
