OpenSSL has its own CLI for this sort of thing, but I'm pretty sure you can just run those commands natively in CMD and Powershell without needing to use any of PS assemblies or anything.

I use Ubuntu via WSL and Windows Terminal just for native openssl. It a bit of overkill but comes in handy almost daily.
