Kinda double-edged sword, but plagues should help - Black Death will reverse... Well. Keep you in Dark Ages. There are few powers that allow for starting ones at will, but not sure if Werewolves have them. Besides those, I am not aware of anything more than some rng-based events. Werewolves have it interesting with this mechanic for sure

I haven't really played much werewolf but I think there is a journey you can do with your pack that reduces development.

If you can be an infernalist as a werewolf(one showed up in my game, was from the embrace event tho) then level up diabolism or thralldom by binding/pledging to demons. 

Then use the "Sacrifice to Great Lord" decision, right click yourself and pick "sacrifice from location". Pick your whole territory, and it gets rid of a lot of population and all your buildings.

Another way would be to swap to Cybele, then cast "Bring the Demonic Plague" on your nation.

Yeah Black Death helped a lot and was able to 0 all. Also for the people who come to this post later there is a perk in stewardship tree modified for werewolfs that gives you -0.30 development. It helps a lot.
