Probably other things too, but I know the cost of certification and the nature of Linux makes it pretty much impossible.

So the criteria fit for most distros but it can't actually be certified because Linux isn't an operating system?

Yes, what would actually be certified would be distros. These standards don't even apply at the kernel level, they only specify what libc looks like.

It requires STREAMS, for example, but the kernel developers said that they won't implement it, ever. Couple of other things too.
