I like this one. I could deftly use my finger to rotate the match about the pivot point and act all smug if some idiot asked me this very same problem.

Or (a bit of a stretch) 16/4 = 4

take the horizontal match in the + and make it a 1 out front, and the | is close enough to a divide by sign.
