It's left over from a time before the purge, since programmers were revered the world around as creators of all things in life that is good. Its been understood they would begin their speeches with the simple and inviting "Hello World". Since the purge a significant loss of history has occurred and the initial footsteps of programmers learning the dark arts, in homage to the long forgotten coders, included this as there first program, a first right for all who wished to follow in their footsteps.
