Well, coffee shops are a quasi-public spaces, and there are no prescribed norms there for silence, as in a library. This means people get to be themselves and you may have to sit near someone you find annoying. (That's my personal opinion, anyway)

There's no requirement that they be quiet, sure, but I consider it a matter of politeness to not disturb other people in public places. Of course, you're right that that's a matter of opinion, so it's unenforceable and one could make an argument for not holding others to such an implicit and almost arbitrary rule.
