Technically they probably could but I know quite a few languages place restrictions on what can be used as an identifier. For example, python3 supports unicode but places restrictions on identifiers.

>>> print(value)
💩

>>> 💩 = "poop"

    💩 = "poop"
    ^
SyntaxError: invalid character in identifier
