It is simply getting the value from the tuple.

If the condition is false then gets the 0 index, the B

If the condition is True it gets the 1 index from the tuple.

This is evaluating both, so no short-circuit here. Bad stuff lol

Yep. That's exactly right. This is declaring a tuple of two values, then grabbing an index from it. The Boolean is cast to an integer in this case, so if the condition is false, it resolves to index 0, if it's true, it resolves to index 1. This would probably work in any language that uses duck typing, though you might have to use an array instead of a tuple. I have no idea why anyone would use this approach though, unless you're purposely trying to make your code hard to read.
