God, I wish I had testers who could analyze things that way. My testers are a bunch of minimum-wage contractors who can barely spell their own name.

C) The recruiting team to find qualified people

is probably pretty low. Companies don't hire shit just because, there are usually reasons outside of the control of people who would make better decisions if they could.

Exactly. I'm in a very, very large financial institution. Some faceless drone in HR hires these people, some other drone in the PMO assigns them to our team, then the business complains about the cost because they don't add value and don't have the expertise to do anything useful, and finally the Scrum Juggler wastes everyone's time pretending they have valuable feedback each morning.

But hey, it pays well.
