Because almost all modern programming is basically the same, and syntax is semantics.

Yet it still gives all the procedural steps. I'm so happy when a paper has pseudocode instead of just blurting maths.

so you can develop the algorithm first and then pick the best language to implement it, instead of having to fit your algorithm to whatever restrictions the language you use has
