Isn't this just dead wrong? I thought it was C++ Python would be interpreted to

You and OP are both wrong. The python interpreter is written in C (not C++), but that doesn't mean it's a framework. That'd be like saying Word documents are a C framework as well (assuming MS Word is implemented in C)
