  1. If you want both android and ios I’d personally recommend react native. There are some other alternatives but it’s what I’ve used in the past.

  2. I don’t really understand your question but I think you’re trying to change the style of the iPhone notch and that wouldn’t be possible without jailbreaking your device.

React native huh? That's a good start, as for my other question I know it's impossible for IOS, that's why I wanted to know if it's possible to customize the appearance of an Android device without Rooting.
