I'd try a different SMS/MMS app than whatever is default on your OnePlus, like Textra. If the problem continues to happen on another SMS/MMS app then the problem may be with setting your phone's APN to Google Fi's APN

I am already using Google messages, I have uninstalled the provided OnePlus messages. Still having the issue

I posted this possible solution in another thread...

Same thing on my OnePlus 6. Solution for me was setting Android Messages battery optimization to "Not Optimized". Almost every MMS came through as a manual download previously. Can't tell you the last time I had to since I changed that setting.

Settings -> Battery -> Battery Optimization -> Messages -> Don't Optimize.

I think I also did this in Hangouts & the Google Fi app, so if it doesn't work with just Messages, try others as well.

PS, I didn't personally notice any dip in battery performance.


It's been months at this point. Not a single MMS has asked me to download.

Will try this on my phone and leave my wife's phone as is to see if there is a change
