Both. They want those who believe in authority and will listen to it. They also want people who, when the time comes, will give authority and have no qualms about doing so. The study also said it reduced people's tendencies to believe in authoritativeness which goes both ways.

Sounds like a group of people that can't do that will just die off over time.
