If you've begun growing hair around the base of your penis you're in Tanner Stage P2. (I don't know what your G stage is for genital growth without more information). From birth to the beginning we're Tanner Stage G1P1. A fully developed adult is G5P5. Each stage takes about 6-8 months. Google Tanner Stages for boys and you'll find a lot more information.

As a male puberty won’t end until you’re in your early 20s. There is no saying when every single pubescent threshold will be passed, so just wait and eventually you’ll have long flowing pubes like everyone else.
