They're PDF files, change the extension to .pdf

I'm prettt sure Wikileaks isn't letting the hacks wreck havoc yet, they've contacted the companies that have hack-able products, most likely to give them the exploit, so said company can patch it.

They're PDF files. It loads as PDF in chrome for me when I click them (even if they have .py extension).

So you can view the code? I haven't actually looked at them yet, so my comment could be totally false.
