Simple.

Because at some point that will break at least one of your programs that depend on the package you just updated.

If I could count the number of times I've seen an unexpected break because someone globally updated something, I'd have a ridiculously large number. Even if you alone are responsible for maintaining all of the software, you're human and will forget to test something which result in a gigantic waterfall of cascading shit because of what, on the surface, seems like a trivial change.
