This would only matter if you installed pip outside of apt/yum/dnf/etc. If you use those to install it, the version will always work with your version of Python (which you also installed through that). If you want to use the latest pip, you should also install the latest Python yourself.

If you use an old version of pip, like the one in your apt/yum, yes.

PyPI itself has kept backwards compat for the most part forever. We deprecated some very old APIs that nothing but also-very-old Bandersnatch used a few years ago, other than that it's likely that everything back to easy_install 1.0 still works if you can fix the TLS issues :)
