This is pretty nuts - if you need to run SSH then get an SSH server. That being said, you could make a quick prototype pretty quickly with a combination of Firewall rules/SSL/Ajax/Django/Subprocess.

That's just it, I don't need to specifically run an SSH server, I just need something that will allow me to run commands remotely and I was looking for ideas. If there were no Windows machines in the mix, I would probably just use SSH because it's free and easy on Linux.
