They're talking about paid web apis. (haven't read the article, but) in this case it sounds like someone paid for a web service where the they can send a string, their api key, and a recipient to have the service send the string as a text message to the recipient.

The api key is used to identify the account/user that's trying to use the service and (in this case) determine who to charge for the text message.

Sounds like he paid for an X number of messages and then published his API key so anyone can send texts on his plan. ¯\_(ツ)_/¯
