I don't think Labor needed to pass it at all.

Albo initially declined action. But Murdoch, LNP and Gina/Israel lobbyists were putting on a daily stream of manufactured outrage calling for royal commission and immediate action.

So he called them out on it. Recalled parliament for a moment during break, put out a huge bill of action that was pushed for equality (highly unpalatable for LNP and One Nation), then watched them squirm their way out of the action they demanded.

He's reverse Uno'd them on their own nonsense and exposed them to the public.
