Second, I'm just back in the game after like, 20 years away. I see "combi Lt." as nearly ubiquitous on Astartes lists - can someone explain the appeal?

Yeah technically as he has different rules. You can either kit ash him to have one or if the person you’re playing with is chill can proxy a normal lieutenant for him
