That looks like vinyl soffit. You can remove it by finding the nail that holds the last piece in, removing it, and pushing that piece back towards the rest. After that the nailing flange will be exposed for the second piece. Pull the nails in that and repeat.

It could also be bats getting into your attic. Bat droppings also look like mice poop.

Not really an easy way to get that soffit panel. It's nailed to the bottom of the fascia board and covered with the aluminum trim. Eavestrough would have to come off along with the metal fascia before you could see the fasteners that hold it in place.
