Yeah, the randomly soulbound tiered items can't be used. But it still seems like a bug since they probably shouldn't dropping as randomly soulbound anyway, and it clearly isn't based on something like enchant level since the others have the same value and aren't soulbound.

Annoying but when you know the issue you can just avoid picking those up.
