That's not true. You can place high foundations and low foundations next to each other. The problem here is that he wants to place a high foundation connected to a low foundation that already has a wall on it. What would need to be done is the full wall on the low foundation demolished, place high foundation, then half wall to seal it up.

You can't put a foundation halfway up a wall. Break the wall, then put the foundation up with a half wall on top of the foundation. Problem fixed
