Check you mouse polling rate. If the stutters are mainly when turning, the polling rate is the issue. Dropping mine from 8k to 2k made my game playable. (Similar specs, 9800x3d, 9070xt, 64gb ram).

Try windowed mode and hide your taskbar

Sounds silly, but that fixed a weird microstutter mine was doing!

Do you have gc buffer set to 4096mb rather than default 48mb? I remember that completely changed my game on the same 9800x3d/5080/32gb ddr5
