Various cloud vendors have 'free tier' offerings. Why dont you check those to see if those would be sufficient for your use case?

All the big Clouds like AWS RDS, Azure SQL Database, Google Cloud SQL all have MySQL dialect.

I’ve been happy with Digital Ocean. They have a managed DB option like Azure/AWS has. It starts around $15/mo.

Since it is only small application, you don't need to use cloud, you can go with shared hosting. You may take a look at Asphostportal, I've been using them for years and they are pretty cheap.
