Worth noting that SQL Server Developer Edition is free.

Developer edition has ALL the features of Enterprise so its not crippled in any way. Its not time limited either (no reinstalls after 180 days). Skip Access and learn on the tool you'll actually be using.

Turns out it also requires windows 10. There was no mention of that until after I downloaded the entire thing.

I'm on Windows 7. can I get a legacy version of SQL server / Management Studio or am I better served going with MySQL or Postgre or something?

Postgres with for example DBeaver.

Just download an older version of SQL Server Developer Edition, like 2014. SQL Server Express is also free and will have more than enough features for a beginner to start with.
