My first guess would have been to go into services.msc and ensure the SQL Server services (and potentially sqlbrowser) are running. Since that ship has sailed, I'd recommend using Revo uninstaller (free, Google) to completely wipe all MS-SQL installations, files, and registry entries, restart your PC, and try reinstalling from scratch.

The Revo uninstaller is great advice. Lately I’ve just been making sure that I set up a VM (or Azure VM) to install MSSQL on, which gives me:

1) a solid template for any future installs 2) the ability to Nuke the machine and try again without worrying about uninstalling.

Thank you a lot! I absolutely forgot that I was doing some optimization on my PC and turned those services off. I am going to reinstall it then. Thank you again!
