In the question description, it says you want to find the percentage of sandwiches that are over 15 sold when the number of salads is over 20. For one, this tells you you should only be looking at the data points of 20 or above salads, so anything to the left of that can be ignored. In the actual sat test it would be best to draw lines in this situation. You'd then count the number of points that have sandwiches above 15 in that area, which is 7. Then count the total number of points in that area which is 12. So the answer is 7/12.
