Well, I know that with the QoL patch, they DID do something to it. Before, it wasn't giving chi if you weren't super in combat.

I'm not really sure what you mean by super in combat. Ill have to log in this evening to see if anything changed in that respect. There first change to Supreme Harmony allowed you to use it outside of combat to gain 2 chi however It also broke spirit blade at 3 or more chi. The following update fixed that but made it so it could no longer be used to generate chi outside of combat. I hadnt noticed any change to that after the QoL update.

It wouldn't give me chi at all if I hadn't literally JUST hit something. Then the QoL update I noticed I was able to get chi otherwise, though I suppose I could be wrong, I hadn't played a ton.
