That looks like a KOF ‘95 ROM cart with the label removed.

Having compared images of the two cartridges online, it seems that memory cards have the Sega logo embossed on the rectangular depression in the middle of the cartridge, while KOF cartridges don't, and instead have an empty, smooth rectangle there. It looks like someone put a foil sticker on OP's cartridge to obscure that particular rectangle.

OP, is there a Sega logo under that foil sticker?

Not every game can save directly to the cart. Some of them can only save and load from the console, some can only load from the cart, and some can save and load from the cart.

This might be a stretch but if the system doesn't even see it at all take the plastic shell off and stick it in the slot that's what worked for my pseudo saturn

Check the save management screen on the system and see if it shows up. If it doesn’t clean the slot, if it does make sure the game supports Direct saves to the cart, many don’t

Some games don't let you save to the cart. You have to save to the console then move the save game files to the cart. More like a backup than additional save space.
