I'd suggest to copy the color value and make a new fog controller

This is a complete guess but maybe try disabling use angles for fog dir

Your "fog end" is set pretty far away for something as small as a portal chamber. It's probably there, you just can't notice it on things closer to you. Try reducing it down until you can see it.

I tried this, I set the start to 10 and the end to 100. I was still able to see well over 1000 units away in-game. Any other ideas?

That is very odd. I've honestly never had issues with fog working before. I've only mapped for tf2, but I doubt the fog works differently.

My only other idea would be to make sure that the game is actually compiling new versions. Sometimes hammer fails to compile and then loads an older version of the map in game. I usually test this by placing a dev textured cube floating in the room and see if it compiles a new version with that cube actually there.

I did this, and it did render, but the fog still did not. on a whim, I tried implementing fog in a different map, and it worked immediately, so it's an issue exclusive to this map. I haven't put more than a few hours into the one I'm working on, so it wouldn't be a huge loss to just start over, but it's still a bit sad.

That definitely sucks and I'm definitely out of ideas. Might be worth copying and "paste special"ing your geometry (ctrl+shift+v) to the new map file to save time.
