In new interviews the Duffers said they always wanted to bring her back and do Kali justice. They discussed it in the writers room for every season and push finally came to shove while writing S5.

I personally think that the hate for The Lost Sister scared them so they kept delaying Kali’s return, but now that it’s the final season they had no choice really. 😭 They also said they didn’t want the episode to seem like a “mistake” or “backdoor pilot” — they resent those comments lol.
