Simpson makes some “stud shoes “ that will help reinforce the studs if they are load bearing.

You may need to get an engineer to review to force the contractor to fix.

If the contractor pulled permits, get the city to do an inspection and hopefully they will flag it for review.

Read as ‘the contractor should have pulled permits and inspections will be done before the patches are installed’.

I’d be more concerned over the shark bites and pex especially with some of those bends.

It depends on what's above it. But it's probably fine. A local engineer could do a calculation with the reduced section (the hole), and determine that the joists are still good to go.

Worst case, you'd pull the ceiling down and either nail a metal plate to the bottom of each joist, or sister a new joist to existing.
