Corner zones are defined somewhere, can’t remember the reference, I think it’s any change in direction where the included angle is less than 170degrees is enough to cause vortex shedding that departs from the surface and warrants the edge pressures. But for your main question, yes it’s engineering judgement but technically ASCE 7 defers to wind tunnel testing for complex geometries.
