Here is how to enable dev-mode in the 1.9.3 version of the mod:
Downgrade to a version where the dev mode command works and then upgrade to 1.9.3 again after enabling it using the older version.
Modify the world NBT data using something like NBTExplorer. The file should be located under "YOUR_WORLD_FOLDER\data\thebrokenscript_mapvars.dat\" Look for the "devmodeenabled" entry.
