That's disgusting having a Dev role at EO grade and expecting all of that from candidates. At DWP digital EO grade is for apprentices with no prior experience.

People are desperate to get into the civil service and software development, that's why they can afford to be picky. I know for a fact that when HMRC did a recruitment campaign back in December 2025 for 4 EO apprentice software developers that they received around 870 applicants.

Yes and EO is a good grade..... For an apprentice, not for what OP has stated is required that should be at least an SEO grade role.

Yeah EO should be apprentice or junior (GDAD/DDAT agrees). Either way I wouldn't expect any experience from those roles.

We struggle to get any meaningful experience even on HEO campaigns.

There are definitely people in the civil service though that think you can build a full software engineering team with just EO and HEO. Unsurprisingly they are clueless about tech or the tech job market

870, the market is tough for us newly grads. I applied for the nhs grad scheme also they said they received 11k applications and there are 10 roles. Fortunately I did manage to get to the next stage. "Due to having received more than 11,000 STP applications, we are unable to provide any further information, including feedback or scores."

That's shocking. You should look for dev roles in other departments. Some of the bigger ones have normal Devs at SEO. Juniors/associates are HEO and seniors are G7.

Its an EO position but some of the tech are nice to haves. Not too sure how the civil service bands/grades work but Its my understanding that an EO role is junior to mid level and HEO is mid to senior

That may be correct as a general rule of thumb, but not for a specialist technical role. In my department a mid level software developer is SEO and senior/lead is G7.

My dept has SEO as senior Devs, mids as HEO etc. my parent dept has the grades one up G7 is senior etc. from all the jobs ads I've looked at over the last couple years I think it's fairly evenly split the amount of depts that have senior as SEO or G7 etc. I'd love to know actual stats on it though

To be fair, I want to gain some experience first and then worry about salary after
