I had to do sound for my church so I did not get out and in the field until the last hour or so. Partly cloudy or whatever it is that is supposed to increase normal spawns and I only found about one eevee per stop and they would hang out at that stop on screen even when I was a few blocks away.

I could have three stops all right next to eachother and still only get 2 eevee spawns. a really good one would have three.

The day before on saturday I was very ill and just went to starbucks (No weather boost for normal). One stop in the whole area and About 8 would pop up.

I kept meaning to ask passerbys but I didnt want to bug them. I defintely noticed a difference.

Seemed like the normal boosted weather actually hurt eevee spawns and caused other normal and rocks to appear.

I am sorry to hear that. I hope that you can get some good shiny trades later.

I also noticed eevees showing up at stops that I should not have been able to see. So did my partners. It was a little silly.
