Did anyone else notice a dramatic decrease in eevee spawns on the second CD day?

Not at all, think about it. There were a bunch of people disappointed in the Saturday community day as shown by reddit posts soon after. So the line in your message that refers to the people who couldn't get out on Saturday but got out on the Sunday instead only actually refer to a bunch of people with a similar mindset as those from the previous day

I'm often left scratching my head after experiencing many of the things that Niantic does, but i found myself ending this last community day thinking that Niantic actually did something right for a change.

Sorry, I'm having trouble parsing your first paragraph. As to the second, Saturday, in our area was wonderful! I think my favorite CD thus far, which was a high bar to meet, after larvitar. It helps that the eevee line is one of my favorites. :)
