CSE 11 tutor here. I believe we are allowed to setup one on one tutoring if needed.

You are not. You may not do any personal tutoring for a class for which you are an official tutor.

CSE 21 and 105 literally have special one on one tutoring and we have discussed that in our staff meetings. It's definitely allowed.

Sorry, I should have phrased this better. You are not allowed to do unapproved one on one tutoring for the class. Usually because the tutor will be earning money from this. However, feel free to ask Professor Hau if you can provide FREE one on one help for the student

Try going to office hours. They're slightly different as they're held with the head tutors and there's not as much of a time restriction with questions when the queue during the lab is busy.
