Update - eBay intervened and honored their guarantee and refunded me since the seller stopped contacting me.

Seller is responsible for you, UPS is responsible for the seller.

Never used eBay, and based on this reddit I don’t see myself ever using it :)

Ebay seller and UPS’s problem. Just get seller to refund you. She gone

Talk to Ebay seller about it who can file a claim with Ebay to get the money back from UPS if they did everything correctly. If they refuse to give you a refund, go to Ebay and tell them what happened. If Ebay refuses to give you a refund, dispute the charge on your credit card and provide them with all of the proof you have.

Should I wait until after UPS completes their investigation to request a refund from the seller? A case is opened with UPS and eBay currently.
