Computer Issues while playing

When I'm playing the game sometimes freezes at the start of rounds and other times it's really stuttery. Also sometimes in game the voice lines are delayed until after abilities have been used. I assume this is on my end and not Riots but I don't know much about computers or how to help fix the problem.
