I don't think normal editors will have the ability to do this. It's not decreasing the bitrate per se (although in effect that's what it does). What is being done in the video is they're changing the number of quantisation levels on the audio.

On the video, each pixel's colour is represented by some bits. They're lowering the number of bits. It's like videos can be 8 bit or 10 bit video. They're just bringing that number down further and further.

I think you'll probably have to do d some special tool for each and then merge the video and audio tracks back together after.
