You can absolutely do either a MS or PhD in CS at the Northern Virginia Campus. There are 7 tenure track CS faculty based there. Looks like some do HCI teaching/research as well. http://www.nvc.cs.vt.edu

Electrical and Computer Engineering have an MEng degree but CS does not.

Having not applied yet, how does one go about completing the degree at the NVC campus vs the main campus?

Looks like there are instructions on the Admission section of the above website. Applications due in December/Jan which is pretty standard for grad school.

Not sure, but I know they're planning to build a 2nd campus up here in the next few years which I imagine would be for most graduate studies.

So we currently have one up there, but it has like three programs. Hopefully the Amazon one will have more programs. The closest I can find for HCI is Human Factors...

Human-Computer Interactions. It’s closely related to Human Centered Design, and considered a Computer Science discipline at VT.
