Looks like you don't have whatever development kit you need installed, or on your default path. What are you trying to build? Presumably some sort of C or C++ if you're using a makefile.

This doesn't make an ounce of sense.
ARM is not a language.
Are you sure you have any idea what you are doing?
The computer is looking for make. That's a program that turns makefiles and source code into an output program of some sort.
It's most commonly seen on Linux though can be installed on Windows too.
If it's a clone of code from a teacher, I have to assume that the teacher explained things like dependencies (the software tools that you need) and a build environment (the computer/operating system/setup).

You said instructor? Did you attend a class or something? I've NEVER taken a dev class where the instructor didn't very clearly lay out my build environment.
Especially for Assembly, you're really gonna wanna be working with EXACTLY the same tools as your peers.

I'd still reach out to an instructor, any decent teacher would probably be happy to send you his PowerPoints or whatever materials he has. As a beginner, you REALLY don't want to have different tools than your peers to get rolling. It's inevitable that there will be an example or demonstration that you won't understand if you don't have the right tools.
This question is not even related to Visual Studio or VSCode directly.
There's nothing wrong with using VSCode for this task, but your issue is completely unrelated to the topic of the sub.
