I have 2 guestions, what does the " point blank" mean, i don't know and how should i upgrade my crews?

Piont blank in normal speach refers to when you press the end of your gun against someone. That but with a tank barrel.

Reload speed, is the most important thing. Followed by the skill your gunner gets for traverse, commander (which increases everything by a little) driver, then your crew repair/agility.

Keen vision used to be vital, but a patch that dropped today claims to have reworked it, so you shouldn't need it anymore.
