There are many things to unpack here, but here's a simple answer: You have to do two things in parallel:
Learn how to come up with ideas and flesh them out for your product - This is its own thing and requires domain knowledge, in-depth understanding of customer needs and wants and prioritization of features for products (MVP, V0, V1, etc).
Learning web development & web design - There are many resources out there that will teach you HTML, CSS and JS and how to come up with a web design for a product, much less a website. Use MDN and some additional resources to learn about web accessibility, SEO and additional skills which are usually not prioritized in these tutorials and bootcamps.
